Arizona sits atop some of the American Southwest’s most important groundwater resources, yet it also faces some of the most acute water scarcity challenges in the country. With a semi-arid to arid climate across most of the state, groundwater isn’t a backup supply here — for hundreds of thousands of rural and agricultural users, it’s the only supply. Finding a qualified, licensed contractor is critical.

Arizona’s Major Aquifer Systems

Arizona’s groundwater is stored in a patchwork of sedimentary basins that collectively make up the Basin and Range province. The largest and most heavily tapped systems include:

Salt River Valley / Phoenix Active Management Area (AMA) — Beneath the greater Phoenix metro, layered sand-and-gravel aquifers extend hundreds of feet deep. Decades of pumping caused significant land subsidence in the 20th century, which is why the Arizona Department of Water Resources (ADWR) now tightly regulates withdrawals in this area.

Tucson Active Management Area — The Tucson basin aquifer system underlies one of the driest large cities in the nation. The Santa Cruz River once recharged it naturally; today the Tucson Water utility recharges it artificially using Colorado River water delivered by the Central Arizona Project (CAP).

Prescott Active Management Area (Yavapai County) — A series of fractured-rock and alluvial aquifers supply Prescott and surrounding communities. This basin has been under stress for decades due to population growth outpacing recharge rates.

Willcox Basin (Cochise County) — One of Arizona’s most contentious groundwater situations. Heavy agricultural pumping, particularly for pecans and other crops, has caused water tables to drop 10 feet or more per year in parts of the basin, triggering visible land fissures.

Little Colorado River Basin (Apache/Navajo Counties) — Rural high-country aquifers serving ranches, small communities, and tribal lands. Recharge rates are slow due to low precipitation, making sustainable management critical.

Yuma Area — Unique in Arizona, this region relies heavily on Colorado River surface water, but well systems are still widely used for agricultural and domestic purposes in surrounding communities.

Typical Well Depths Across the State

Well depths in Arizona vary enormously depending on the basin and proximity to recharge zones:

  • Phoenix Metro (Maricopa County): 400–1,200 feet for residential wells; deeper commercial wells exceeding 1,500 feet are not uncommon.
  • Tucson Basin (Pima County): 200–600 feet for residential wells in the valley; wells in outlying areas like the Avra Valley run deeper.
  • Yavapai County (Prescott area / Chino Valley): 200–800 feet for domestic wells; fractured granite formations require careful siting by a qualified groundwater surveyor.
  • Cochise County: 200–600 feet in the valley floors; some ranch wells push past 800 feet.
  • Coconino County (Flagstaff area): 300–800 feet through basalt and limestone; the Coconino Sandstone aquifer is a key regional source.

Drilling Costs in Arizona

Drilling costs depend on depth, rock type, and county. As of 2025–2026:

  • Per-foot drilling rates: $35–$75/foot for standard rotary drilling in alluvial basins; $60–$120/foot in hard rock (granite, basalt, or limestone formations common in Yavapai and Coconino counties).
  • Total well installation cost (residential): $15,000–$60,000 for most residential wells, including casing, pump, pressure tank, and basic electrical. Deeper wells or hard rock conditions push costs higher.
  • Pump installation: $3,000–$12,000 depending on horsepower and depth.
  • Well permit fee: The ADWR charges a well registration fee (currently around $50–$100); drilling contractors typically handle this paperwork.

Licensing and Permits in Arizona

Arizona requires all well drillers to hold a Registrant license issued by the Arizona Department of Environmental Quality (ADEQ) under the Wellhead Protection Program, with oversight also from ADWR. Key requirements:

  • Well drillers must be licensed under A.R.S. § 45-596. The ADWR maintains a public lookup of all licensed drillers.
  • A Notice of Intent to Drill must be filed with ADWR before any new well is started. This is required statewide — not just in Active Management Areas.
  • Within the five AMAs (Phoenix, Tucson, Prescott, Pinal, Santa Cruz), additional withdrawal permits and annual reporting requirements apply.
  • Pump installers working on wells with 10 or more horsepower must be licensed through the Arizona Registrar of Contractors (ROC) under the C-57 (Well Drilling) classification.

Common Water Quality Issues

Arizona groundwater is generally hard to very hard (200–500+ mg/L as CaCO₃), and several contaminants appear with regional frequency:

  • Arsenic: Naturally occurring arsenic exceeds the EPA MCL of 10 µg/L in many Arizona basins, particularly in Maricopa, Pinal, Cochise, and Yuma counties. Any new well should be tested before use.
  • Nitrates: Agricultural areas in Maricopa and Pinal counties can show elevated nitrate levels. Test annually if you are near agricultural operations.
  • Uranium: Found in naturally elevated concentrations in some Coconino Sandstone wells in northern Arizona.
  • Total Dissolved Solids (TDS): Many Arizona well waters have high TDS (500–2,000+ mg/L), making water softening or reverse osmosis common.
  • PFAS: Contamination plumes from military installations (Luke Air Force Base, Davis-Monthan) have been identified in parts of Maricopa and Pima counties. If your property is near a military base or airport, PFAS testing is recommended.
  • Hardness: Calcium and magnesium scale buildup is nearly universal across the state. Water softeners are a standard fixture in most Arizona homes.
